Arthur S. Kafrissen graduated from Temple University in Philadelphia, Pennsylvania with a Bachelor of Arts degree, and immediately thereafter, with a Doctor of Jurisprudence. More recently, he received his mediation certification from the National Judicial College at the University of Nevada in Reno.

His legal career focused on both civil and criminal disputes, class action lawsuits and cases involving complex litigation. He presided over at least 500 jury trials, and from 1992 until he accepted senior status, Judge Kafrissen heard major civil jury trial matters as well as major criminal jury cases, including homicides.

While a judge in the Philadelphia Municipal Court, he created the Housing Court for the City of Philadelphia and became its first judge.
